I can finally confirm that an app that had been suspended by Google and I appealed has been reinstated. After appealing and waiting for several days they asked me to upload the latest version. I did and several days later I got the confirmation that is back online.

This is the app: https://play.google.com/store/apps/details?id=com.classic.cartoons

I have several others in the appealing process. Some are small and I don't really care, but this was important to me. Seems like they only review the ones with more than 1000 active users.

The text I used in all the appeals was this: https://appyet.com/forum/index.php?...ed-updated-2021-06-03.2527/page-79#post-15521

The app does not "modify, replace, or update itself using any method other than Google Play's update mechanism" in any way. Also, searching in Google for "Loan Download SDK" brings zero results, so I'd appreciate a clarification and more information from your side.
I use a platform called Appyet to create the app and the developers are puzzled and asked for clarification.
Thanks

go play store support and ask to remove all old apks

They will send this msg

Hi Wanni,

Thank you for contacting Google support. This is Charlon, one of the associates and I'll be assisting you today. I hope you're well and safe during these days.

I can see that you have questions about how to delete old apk files from published apps. No worries, I'll do my best to help!

To help me troubleshoot better, could you please provide the following questions below?:

  • What application are you requesting to delete your old apk files?
Looking forward to hearing from you soon.

Within 48 hours of our last interaction, you'll receive a short survey via email. We’d love to hear your feedback about our interaction today and your overall experience with Google support.

I wrote to them to delete my old APKs and they tell me that they are automatically deactivated and cannot be removed:

Status: App, Automobile Reviews(com.automobile.reviews) not available on Google Play, pending your action

I’m happy to report that we have conditionally accepted your appeal. I’ve included details below about what additional steps you’ll need to take to get your app back on Google Play.

Step 1: Update your app

During review, we found that your app causes users to download or install apps from unknown sources outside of Google Play, which is not compliant with our Device and Network Abuse policy:

  • An app distributed via Google Play may not modify, replace, or update itself using any method other than Google Play's update mechanism. Likewise, an app may not download executable code (e.g. dex, JAR, .so files) from a source other than Google Play. Please note that you are responsible for all aspects of your app; by using an SDK in your app, you are responsible for how that SDK behaves within your app.
  • Apps and app listings on Google Play must not provide any means to activate or access functionality that violate these terms, such as linking to a non-compliant APK hosted outside Google Play.
You can read through the Device and Network Abuse policy page for more details and examples of common violations.

For example, your app(Production track version code 10) currently contains the following class, which contains code to download or install applications from unknown sources outside of Google Play:

  • com/download/library
To fix the issue, you may choose to remove the non-compliant SDK, or contact your SDK provider for more information.

Please update your app to fix this issue. You may also want to double check that your app complies with all other Developer Program Policies, as additional enforcement could occur if there are further policy violations.
