I Can't publish new update after app removal by google play

for the app apk or bundle you are trying to publish, when your app was build? is it from template 4.1.26: (2023-09-19)?

Is version code 14 the version you are trying to publish? It could be older version code. Please send a screenshot of app version code for the app you are trying to publish
