Google Play will only host Android apps with 64-bit support from August 2019

In August 2019, Play will require that new apps and app updates with native libraries provide 64-bit versions in addition to their 32-bit versions.

please update
and targe API level 26 Android 8.0

in same update to upload all apps once

"General Data Protection Regulation" - This is the new EU privacy standards.

Generally the update to 26 will follow up with the new regulations in the app development.
Just update your privacy policies and terms of services to suit. Highly doubt more is required.

Ads served by Google can be categorized as personalized or non-personalized, both requiring consent from users in the EEA. By default, ad requests to Google serve personalized ads, with ad selection based on the user's previously collected data. Google also supports configuring ad requests to serve non-personalized ads. This guide describes how to use the Consent SDK to obtain consent from users. It also describes how to forward consent to the Google Mobile Ads SDK once you have obtained consent.
