How To Add The Top Left Bar Menu

Please help. the top left bar menu that displays recent updates, all stars, downloads, settings etc is not appearing on my app. pls how can i add it? someone help me as its important. Thanks in anticipation. See what am talking about in the screenshot below. how can i add it?

It only Dissappears if you have Enabled only ONE Module!
Try Enabling other Modules & it should Come back!
