Issue Interstitial Ad Frequency Ignored (Settings here and AdMob)

I have the AdMob interstitial set for once per user per day on Ad Mob and 1440 minutes as the interval in my app, and yet the interstitial is showing at least once per HOUR. These settings are many months old, not new, and this issue has span multi versions of the app. Banner ads work just fine.

It's costing us users (Appyet and me). How do we fix this?
