when you sat up ur Admob to ur app... u can not download ur app to ur phone. Google can not accept click by urself . If you clicked on an ad in the app atleast 1time. ur account happened like that. , u should wait 2weeks more. Of course, you should never open an application on your phone. It took me more than a month to experience the same phenomenon twice and operate normally.
