add app to AdMob withoutgoogle play

hi my account is google play is stop and and still talk with them but now i wanna you to tell me how i add appyet app with out google play to admob >>>search in admob i try to add hading but the photo of add not appear and no ads appear too..... so give me your help mr. appyet support or other users
