Dear @appyet, there is a very interesting feature in Android 7.1 or higher to add shortcuts to some screens of an app. There is an example:
My suggestion is to implement this feature by adding a switch in every module settings page (like the switch to decide if a module can be in the Explore tab) and let the developer decide which are the most important buttons to add in the shortcuts list.
